Find the Requirement you are looking to Decline.
Click on 'History' next to the Requirement name.
Click on 'Submission' next to the Submission you'd like to Decline.
Click on 'Decline'.
Enter a Rejection Message and click on 'Submit'.
Note: The message entered will be emailed to the Contractor.
A history of the Submissions Reviews can be seen under the 'Reviews' section.
